OVERVIEW

        HP WebSphere MQ 5.1 allows access to runmqsc even if they are not
        part of the mqm group[1].


IMPACT

        Users who are not part of the mqm group are able to bypass access
        restrictions by using the runmqsc program.


MITIGATION

        Users of HP WebSphere MQ 5.1 should upgrade to HP WebSphere MQ 5.3.
