Ref: ESB-2009.0459

OVERVIEW:

International Components (ICU) for Unicode is vulnerable to a
cross-site scripting attack due to improper handling of certain
       character encodings.

IMPACT:

ICU does not correctly handle invalid byte sequences with certain
character encodings during Unicode conversion, effectively violating
the fundamental encoding scheme. [1, 2]

MITIGATION:

It is recommended to update to version 4.0, available from the
       vendor's website. [3]
